Comments:
The proposal is extremely loose in its description of pay banding and offers no examples and no specifics. There is no mechanism showing how a typical Federal employee at a specific grade and step would be transformed to the new system. There are absolutely no structures showing any bands for any occupation. The absence of detail suggests that this hastily configured system is no where near complete enough for implementation.
