This is regarding the Performance Management section of the Overview Brief: My only concern about the new NSPS system is that it places to much authority in the hands of my supervisor (it reminds me of a dictatorship). My supervisor has VERY little interaction with me and most of the other employees in my division (50 plus employees, some located in satellite offices). The supervisor rarely makes 'face-time' with employees unless you mess something up. Our current annual reviews, which never happen annually, are based on the supervisor's PERCEPTION of your integrity, your work quality and quantity, and how well you work with others. The supervisor can never give any concrete evidence on why he is rating you a particular way. In addition, it appears that the supervisors 'circle of friends' are always receiving the bonuses and step increases. How can this system prevent a dictatorship (the good ol' boy system) and prevent employees from trying to 'one-up' each other to get on the supervisors good side?
