Sir, I have recently attended a town hall meeting here at Tinker AFB, OK that covered the new NSPS. This is the second such briefing I have attended and neither one has addressed how promotions will be handled under the new system. I believe I understand the concept whereby supervisors and managers will compensate employees for their performance under the different pay bands under a particular level, however, what is the established criteria for an employee to move to the next higher level? Will there be a clear and well identified career path for employees to follow in order to achieve career progression? Will this be available for all series? Will there continue to be a time in grade requirement to go up through pay bands and levels? Will there continue to be a distinction between internal and external candidates or will everyone compete for federal positions equally? --Thanks--BJ Spano DSN: 336-7527
