Staffing: It is total stupidity to consider that employees would be considered "deployable assets". We are not in the military; if I wanted to be I would have joined 40 years ago and be collecting a pension now. We all have families and responsibilities and chose to serve in the capacity of civilian employee. Pay: It is ludicrous to think supervisors would not play favorites with the pay raises just as they have done with appraisals. I have always gotten exceptional performances so this is not coming from a disgruntled employee but I have seen cases where a supervisor takes a dislike to and employee and that's that. To think that we could no longer be assured of a yearly raise, while our health benefits, taxes, etc. keeps going up, is certainly not the way to attract "talented individuals" or can it be looked on in any way as fair. Worker Rights: I don't belong to a union either but I feel that this is a union busting tactic. It does away with all that the workers have fought for over the years. It's nice to know that if you are treated unfairly there is somewhere you can go for help. Let's face it, Managers are human and they play favorites no matter what they say. This would give them the power to get rid of somebody who speaks up and disagrees with policy. It is also totally unfair that in the event of a RIF the supervisors would get to say who stays or goes. The service comp date would not matter. It's just another chance for abuse of the system because the employee may be an excellent worker that has a personality conflict with his present supervisor. Over the years, I've seen management manipulate the system to get their friends and cronies into the jobs they’ve engineered for them. This new system has nothing for the government employees and everything for management. I hope calmer heads prevail. Hiring: The ability to set new hires pay higher than workers with many years will certainly be demoralizing for the entire work force. Donald Rumsfeld will be gone but the government still has to run on the backs of individuals who are dedicated and hard workers. The system now has room for abuses but at least there's recourse. Paybanding and the new National Security Pay System are certainly not in the best interests of the employees or the government because many excellent workers will choose not to stay. At this point in time our installation cannot hire enough employees, they have exhausted all the lists and will have to post the jobs again. Perhaps what should be overhauled is the long drawn out process for hiring and filling jobs. As it is we are losing our jobs to contractors - Lockheed Martin. It seems strange that government workers are losing their jobs to large government contractors, again politics taking care of big business.
