Implementation - How will we convert those personnel that are on temporary promotions? We have temporary GS-12's who look like their temporary promotion would take them from one pay band to another. Is it guaranteed that when you say everyone will retain their pay, that these personnel will keep their current temporary pay until the project is finished.
