I saw that the NSPS rules indicate no change in work schedules, yet I am hearing rumors that flexitime work schedules would be an area that NSPS would want to eliminate. The GS grade levels may have been negatively frowned upon by some, but it guaranteed a certain amount of pay increase for those employees who may not fit into the GOOD OL'BOY NETWORK (where management tends to take care of social acquaintances, golf buddies, etc.). Politics and a subjective type of evaluation is more apt to play a part in evaluations under NSPS. I also am concerned that the trend to contract out more and more civilian jobs is not fairly being assessed. I served on several teams where studies were done to on functions for possible contracting out. this too is very political. Contracts are awarded based on "scope of work", but all too often contractors are not performing at a quality level of work but continue to keep their contracts. Also, contracts are modified over and over, adding dollars to the contracts that are not being tracked......and perhaps after all of the modifications have been added, the functions would have cost LESS to retain in-house with operations by civilian government employees.
