I think the current system and this system isn't fair. The current system due to the bad and good performers. I do agree pay should be based on performance. However, performance in the government isn't so much like performance in the outside world. An example is some employees have more work than others due to means beyond their control. Also there are so many restrictions in the government compared to the outside world. The funding is awful. There are so many obsolete items and problems due to it. Some people like me have all obsolete items to manage. This means I have many orders that don't get filled. This is due to the funding issue and not due to me. My point is both of these could make an employee look like an awful performer and they therefore get no raise. I don't see the supervisors as being fair in deciding who gets the raises versus who doesn't get them. I see lots of favortism with this new system. I don't believe there is punishment in the government for corrupt supervisors as there is in the outside world. Also I already think the pay for the government is behind inflation. Look at North Island in San Diego. Most of those government employees can afford to only rent an apartment. How is a GS-12 making 70,000 a year going to afford a $700,000 house? I'm very lucky to live in Mechanicsburg, PA where the government salary is almost equal to the cost of living. I really believe there are pluses and minuses with both systems; however, I feel more secure with the current system. I'd first like to see lots and lots of proof that the new system will work like the outside world's system and it really is based on performance. Finally, I never agree with getting rid of the cost of living or the yearly increases to try to keep up with inflation.
