Workforce Shaping - Subpart F - RIF Actions - If a RIF is based on a competitive area of an organization - does that mean that only the people in that organization are included? Such as our organizaiton has recently abolished 24 positions (all the same career field) in the last 6 months and only 2 have gotten positions in the last 3 months. Thus we have 22 people without positions (out of approximately 53 total - all the same career field) so we think there will be a RIF. If there is a RIF and it is limited to just our organization (and who makes that decision) will our people only be bumping each other? This will be terrible for the organization - even if the new rules say performance is the most important factor in determining RIF status placement. The document does not say how time in service will be rated - surely someone with 25 years service will get some credit for that time when it comes to racking and stacking for a RIF. Will there be a process for people to file grievances concerning the RIF process?
