If DOD's NSPS is allowed to be implemented at Travis AFB, CA, you can anticipate discrimination on a much larger scale than is happening right now from management. Supervisors already have too much power over their employees. There is a lot of favortism and abuse going on now, I can imagine what further abuse will be allowed at a much grander scale should NSPS be allowed to take effect.. Even though management tells you that you have alternatives for resolving disputes, it has been my experience that EEO almost always favor management. They are only interested in making there own numbers look good, but rarely work in the lower level employee's benefit. I am an African American female who has dedicated over twenty years to a career as a Civil Servent. I've seen lots of changes over the years and this NSPS if implemented here at Travis tops them all. One of the things that make Civil Service different than the civilian sector such as, bargaining, seniority and pay increases under this new plan if implemented would in my opinion subject Civil Service to the same wiles, frustrations,malice and discrimination as any other outside work force. What what be the point in pursuing a career as a Civil Servent. It seems to me that time is moving backward instead of forward. Let's face reality, even when people know what they are doing is wrong they continue to do so, especially when it is santioned by the government, that's what slavery was all about and why it was allowed to continue for so long. It is my sincere hope that you will consider all the the above comments and not allow this nasty NSPS proposal to stand. Iam all for Homeland Security but there has to be a better and less traumatic way of resolving this issue. Not at the sacrafice of people and the few rights that they now have.
