How will the level of performance be determined? In other words, certain individuals may be judged to be at entry level in some areas, full performance in others and have supervisory experience. How is that differentiation made? How will the new system permit competing for promotion? Currently there is a time in grade restriction, but with grades no longer in effect how will promotion be determined? Can there be other raters of performance or is it limited to the immediate supervisor? Thanks, I think it is a great opportunity.
