I am glad to see that changes are being made but have some concerns: 1) Poor performers versus teams- Teams are an important part of our working together at the COE and this NSPS seems to be counter productive to that environment. We all depend on each other to complete work in a timely/efficient/professional manner to move the projects along. A poor performer may adversely affect a whole team by not providing work in a timely/efficient/professional manner or providing work that is substandard such that the good performers can not complete their jobs in a timely efficient, which could potentially bring all team members ratings down. How will these situations be handled? 2) What are the Labor Relations Rules? 3) Labor Changes July 2005-It is our understanding from a Town Hall 2/15/2005 that this will occur in July 2005 and that "no specific information is available" How can this be? That's 4 months away. This is a huge change to not have any specifics available to those affected. 4) RIF-This is very vague and it sounds like a ranking system where only the best technical GS-13's will survive (see 5) below) 5) How big are the pay bands- GS-11,GS-12, GS-13 each have their own? Or are the GS-11 expect to compete with the GS-12's who are now expected to compete with the GS-13's? Thanks for your consideration in this matter, Natalie Richards, PE
