My main concern is the fairness in personnel getting pay raises for their performance. I feel that this may turn into a good old boy situation where if you are buddies with the upper management you'll recieve a raise. If not you won't. I see it in the system we have now for bonuses or step increases. Another concern I have is as prices go up on your benifits such as health and life insurance and it will, personnel will lose money as far as take home pay. If you have persons deciding who will or will not receive a raise, it should be a person who knows that persons performance not somebody that doesn't have a clue what they do or who they are.
