Comments:
1. Why are you implementing Spiral 1 at the same time that the BRAC list will be coming out? Would it really hurt to wait a half a year or a year, and maybe modify the Spiral 1 list in light of the BRAC list? Or has no thought been given to this? 2. How will this affect Factor IV specialists? There was no mention of Factor IV in the Federal Register notice. Hopefully, you'll leave us alone! I worked many years at my specialty and formal education to achieve GS-15, and hope to not get thrown in a band with 5 year employees.
