This is an incomplete proposal of the regulations necessary to create any type of understandable personnel framework. Please complete the whole program before you expect anyone to buy off on it. It is missing key elements. 1. The pay bands are not established. 2. Gropings of employees are not identified. 3. Why should I trust my supervsior or his/her supervisor to pay what is appropriate for the work performed? The current Civil Service Regulations were created to eleminate the policical placement of personnel and corruption that will result from implementation of this regulation. 4. I work, under extreme stress to acquire stability of employment and security for my family. If that is not available working for the government, why work here? 5. After implementation, what will stop the government from reducing funding for departments primarialy to reduce salaries. -- Nothing! I am one more Republican, who voted for the current administration who will fight this to the end.
