Section: Will NSPS eliminate within-grade step increases and the annual General Schedule pay increase? 41. How will those participating in the implementation phase be affected? It will start with training. Training is absolutely essential to the success of the program, and we are already working on development of the training. Two types of training will be necessary: Training to implement the system operationally, and training in what we call "soft skills." These "soft skills" include interpersonal communication, team building, and conflict management to help facilitate interaction between employee and supervisor, which will be just as critical to the program's overall success as the nuts and bolts of the system. We will ensure every employee and supervisor get the proper training to make this work. What we hope to see is increased communication between every supervisor and employee as they discuss and jointly develop performance objectives tied to the overall organization's mission. This is essential if this new system is to be successful. Comment: We have had so many training programs for managers to attend and to implement when they return to the organization and it didn’t work. I do not think this new training will change pass assessments. Look at the Chief of Staff yearly assessment on the climate within an organization, the relationship of managers and employees, once the assessment trickles down it is back to the status quo, nothing changes. Years ago Total Quality Management was supposed to change the culture in the organization, it did not, instead, Total Quality Management died. This will be another tool for managers to use to micromanage and call it effective training. Managers do not want to have co-ownership to develop performance objectives tied to the overall organization mission, because micromanaging is much better, you do what I say, communication is naught.
