Pay and Pay Administration Subpart C - Setting and Adjusting Ranges: Comments: It appears that Ranges and Bands will be set based on the overall budget. Not performance as being advocated by the proponents of this change. All through this document it refers to availability of funds and budget constraints. Those of us who currently work in the system know what this means. No raises if the money is taken a level above the installation. Performance Management - Subpart D - This will help those who are friends or kin of the supervisor. We have seen this in the civil service system for years. The system will only help those who have been abusing the system for years. Performance will be based on who you are not what you do. At least civil service employees could look forward to step increases. Now that has been taken away. This system without define job descriptions and classifications only opens the door for more favoritism both in hiring, performance awards and raises. At present there are employees working out of job descriptions and at a higher level than those who get paid more, because of favoritism in the workforce. If the system could be implemented without human emotions it would probably work. This system is not an improvement it only further degrades loyal civil service workers and limits recourse for unfair practices.
