Pay and Pay Administration Subpart C. Please consider a grandfathering Clause to allow all those employees electing to stay with the CSRS Performance Rating and Pay under Title 5 to continue that System until they elect to retire, as this new System could impact their original agreements and forecasted retirement pay. This would be similar and in concert with all other major changes with the government pay for Performance and Retirement Plans, such as CSRS to FERS options. This would allow all agencies and our leaders to honor their original commitments, allowing the staff to elect changes and not be a mandated contract change. Pay for Performance has always been the objective of both leaders and staff but there may be some leaders and workers (staff) that are not mature in applying Performance and Performance ratings to the task assigned equally and the older system has taken years and many changes to attempt to balance these two. I agree that additional pay should be awarded to those that are doing more as long as all had an equal opportunity to be assigned to equal task. This is where the older system allows that staffs that are loyal and dedicated to any task assigned to get the job done where the new (NSPS) system may promote only getting the task done for money. The older system allows promotions and additional step increases when truly deserved. For our future I hope loyalty and dedication with fair pay wins over the greed of the dollar as then and only then will our nation retain its roots. I continue to honor our military and civilian staff for making the sacrifices' that it has taken to get us this far. People are and will always be employers most important assets, as people get the task accomplished. Can you imagine when the day comes when a tank operator will cost our tax payer $500,000+, a year to protect our shore line?
