To Whom It May Concern I have been a DOD employee for quite some time and this has to be one of the WORST ideas I have seen! All this means is if you're not one of the Boss’s GOLDEN children (in other words KISSING THE BOSS’S A$#) you don't get your cost of living increase! I really don't understand how the AFGE could have possible agreed to this. All this is, is a way to start forcing (people under the CSRS retirement) to look for ways to retire even though they might not quite be ready, and also make way for contracting out of Government Employees jobs. I'm only a WG employee but when I come to work I do my best (as I believe my co-workers do) and not everyone can be as strong as others. We all have strengths and weakness and to try and say our cost of living increase is going to be biased on someone’s opinion is going to force poverty on employees, because I've heard this type of system will allow "THE CREAM TO RISE TO THE TOP" (well if this can really happen), what happens when all you have left is CREAM? So in closing I'd like to say Please don't Piss on my head and tell me it's raining. And if I've left any doubt in your mind how I feel let me reiterate PLEASE STOP THIS A.S.A.P. (As Soon As Possible).
