This system has the potential to greatly improve the quality of DoD's workforce. The key components are highly needed to attract and retain the best people available. One area of concern: when setting pay bands based on locality and occupation, it should be remembered that while other employers who compete with DoD for the civilian workforce may not be located in the immediate vicinity of a DoD installation, the job market for technical specialties is inherently national, not local. That is, the NATIONAL technical job market should be taken into account, not just the local technical job market. At the same time, cost of living in various areas should most definitely be taken into account in setting locality adjustments.
