I'm very disturbed about a system that is totally subjective and leaves the subordinate at the "mercy" of his/her supervisor. In my three years in the Civil Service - after 20 years in the military - I've seen a bunch of weak supervisory and management personnel. Why can't these so-called "leaders" and "managers" create a paper trail to effectively dismiss problem employees? If they can't hire and fire properly within the current system, what makes the government think these same "leaders" and "managers" are going to run NSPS effectively? It's truly scary! I left a great job as a human resources manager with a bus company to return to the government to once again "serve" my country. If I would have known how bad the Civil Service climate/morale is today, there is no way I would have left the bus industry. This NSPS also gives the perception that the Bush Administration wants to gut the Civil Service and contract everything out. I would have more respect for government leadership if they would admit they want to cut all federal jobs instead of playing games like NSPS. There are better ways to manage personnel within the current system without spending millions of dollars and stabbing a dagger through the hearts of dedicated civilians devoted to their jobs and their country. It makes me truly sad.
