Army Officer leadership of the office I was assigned denied me of credit and reconition due. His disposition towards civilians always appeared indifferent. My supervisor had on-going problems with our military leadership. This has been my personal experiences throughout my DOD civilian career. I was promoted to the grade of GS-11 in the year 1985. I am a GS-11/step10 today, 2005. I can not agree that my skills are un-inportant and non-effective. The records prove my dedication and loyality, but not my accomplishments. I believe the NSPS is somewhat misguided as to correcting actual problems DOD civilians encounter in our daily work schedules. For example, the civilian work force will have to be cut-back significantly to qualify for equal pay as non government employees; Performance based pay will continue to evade persons like myself, the worker who performs and looks to become a supervisor/manager; the NSPS will make it legal to continue awarding the buddy system. Hiring is slow due to fairness of current system of selecting employees. The NSPS is assuming too much fear of the unknown, and creating unneccessary stair steps to face the unknown. With a change in civilian management technics, there will be increased labor complaints amongst employees against management because the real problems with us is not addressed in NSPS. NSPS imphasize quickness and speed, not abilities and professionalism. NSPS imphasize total work forces as though we are soldiers, and not imphasizing military partnerships with DOD civilians. The civilian work forces, those positions considered "mission essential" are out in numbers to support national security causes. But we we want understanding, or ask questions to base our support on.
