The Federal Government is NOT a for profit organization therefore you are in error to treat it as such. The reason that the GS system works is that all people are treated equally. A GS-13 manager is a GS-13 manager, if they are man or woman. Favoritism is removed from the equation. With the proposed banding, favoritism will certainly be more of a factor in providing monetary compensation for friends/cronies. Any stride women and/or minorities have made in the workplace will be lost. Also, employees can be fired for no reason. This is open to corrupting forces that would fire people for political affiliations or the color of one's hair. This is a very bad idea.
