Comments:
There are no specifics in the federal register announcement concerning transferring into or out of NSPS. Also there are no specifics on what current GS grades will be incorporated into the NSPS bands. What are the rules for entering and leaving NSPS? It appears from the announcement that SES level positions will be included. I was told all SES positions were excluded. What is the truth? If the current demo programs were successful, then why were they not incorporated FIRST into NSPS? How do we know the prior demo programs were a success? What are the metrics that were used to judge the success of the NSPS? Under the current system management is not willing to take the time to manage the personnel system. What will change to insure management is held accountable under NSPS? Are there examples in the demo program where management was held accountable?
