Comments:
The performance pay although sounds good it will not work. I have been in civil service for 14 years and I have had 6 supervisors and all of them gave the none performers the same appraisle as everyone else. When I was a supervisor I tryed to rate workers were they actually fit in performance and CPOL said I couldn't do that because they had always been given above average.
