I fully support pay increases based on performance as discussed in your Fact Sheet. However, I know from personal experience that those whose first line supervisors are military, are at a distinct DIS-advantage when it comes to competition for awards of any kind. Military supervisors who have no experience in dealing with the Civil Service system are often clueless as to what tools are available to them, and considering the length of their tours of duty, normally 24 months or less, are neither offered or inclined to seek out the training and support required from the local HRO in order to keep their subordinates on par, and competative, with their peers. Stating as a goal that Intense training for supervisors & managers is planned does not make it so. Please be very specific in developement and implementation of a REQUIRED training program.
