The new personnel system will enable the "Buddy System to be alive and well". Anyone who has worked in Civil Service knows that favortism runs rampart. Under the new system, your whole career is controlled by your first line supervisor. What it amounts to is that the worker's rights are watered down in the name of security and management's rights are increased. The step raises in the Civil Service system are like the longevity raises the military receives. I don't hear Mr. Rumsfield screaming about them receiving raises for doing nothing! I think moral will be at a all time low for Government workers. You will have two workers, one receives a 6% raise and the other gets a 2% cut in pay. There is no way you are going to take the personality factor out of the appraisal system. To me it's all a smokescreen to contract out the government jobs. What happened to the law passed in the early 90's to bring Civil Service pay in line with the private sector? It has been completely ignored. More with less........hmmm sounds familiar.
