1. If a tenant unit on a base is downsizing and a RIF is necessary can the RIF be limited to that organization? 2. Who makes the decision on competitive areas? 3. If a tenant unit’s workload is moved to another base and all civilians are placed on surplus leading to a RIF and the competitive areas was limited to the organization what would happen to them?
