What protections does the NSPS provide employees? How will the NSPS protect the employee from arbitrary action, favoritism or political coersion? Arbitrary action and favoritism are already a hugh problem and I don't understand how NSPS will make it any better. How can you protect an employee from a supervisor's opinion, something the employee can not control? My opinion of what constitutes outstanding performance is different from your opinion of what constitutes outstanding performance which is different from what she believes constitutes outstanding performance. In my mind, it is just a receipe for disaster and confrontation between employee and supervisor. No amount of training given to supervisors and or managers, can change a opinion. Would it be fair to say that with a focus on improving the skills needed for effective performance management, such as setting clear expectations, communicating with employees, and linking individual expectations to the goals and objectives of the organization, that the employee has been mismanaged under our current system? If so, why would anyone expect that situation to change?
