With this new pay system, employees are going to be more competitive with their co-workers. People will try harder to do better to impress the supervisor so they will get a better pay raise. Also, each supervisor is different. Some supervisors have higher expectations than other and no amount of training will change this. If a person worked under one supervisor with low expectations, he will receive a large raise. If that same person, performing the same way, works under a supervisor with high expectations, he or she won't recieve as much of a raise. All supervisor have their favorites. You can be a great worker and have quality work, but not get along with a supervisor. More than likely you won't recieve as much of a raise as someone who is on their good side. The biggest concern I have is for the employees that will not be GS-12's when this system is implemented. Many of us hired on with the expectation of going from a GS-7, 9, 11, 12. We expected to be a 12 in 3 years as long as our performance was good. With this pay system, we will be stuck at a 7, 9, or 11 and won't receive a raise until our supervisor sees fit. Going from a 7 to a 9 to an 11 to a 12 are substantial raises. With the COLA each year, each next grade is about a $10,000 difference. I find it very unlikely that a supervisor will give that big of a raise each year. I feel that those of us that will not be 12's when this system is implemented should be grandfathered in per say. We should recieve an automatic raise until we are equivalent to a GS 12. After we are the equivalent to a GS 12, then we could continue on the pay system just like everyone else. We were promised this raise/promotion when we accepted the job and it wouldn't be right for us to be stuck making a lot less than promised.
