I have one general comment. I joined civil service in 1987 because i knew how good and fair the CSRS system was. Imagine how I felt when I found out I had been switched to the FERS system, where I obviously would get less in retirement than I would have received under the old CSRS system. Nevertheless, I stayed with the gov't. Later, when I was placed under the "demo" project, I found that I received less money at the end of each year, mainly due to the fact that my boss didn't like me. Well I didn't like him either, but that should have never entered into the discussion of whether I had done good work or not. The demo project allows favoritism and therefore cannot be fair to all employees. This problem was resolved when my management changed. I am now one of the favorites and I feel sorry for the ones who are not favorites. Now we are all being put under the NSPS. I can only imagine how this will affect me and my family. I realize the gov't is saving loads of cash, but it is coming out of employees pockets. Eventually, I may be forced to leave civil service due to the eroding situation of pay and benefits. It seems like I'm standing on what I thought was the CSRS rock, but the rock has a giant crack called FERS, and now the gov't is chipping away at my cracked rock with the demo system, which is turning into the NSPS system. I am not happy with the way civil service is changing, and future workers will likely bypass civil service and take their chances in the outside world, leaving one hell of a mess for civil service as they try to recruit new employees.
