Upward adjustments to local market supplements will not be given to unacceptable performers really means that NSPS will take away an employees locality pay which is added on to his base pay to make his salary commensurate with the prevailing local salary levels and put this money into an account which will then be used to pay higher performers. This is a method to discriminate against older employees. The locality pay should not be used to reward higher performing employees at a cost to another employee. Pay Demo already takes away your previous within grade money and end of year award money and puts it into a pool to reward younger employees. That's bad enough, now you want to take away our locality pay and throw it into the same pool. So I guess the next step would be to take away our cost of living increase, and why stop there, just put everybodies money including salaries into one big pool and pay everyone once a year. I do not see any real level of protection against managements misapplication of NSPS standards.
