If it were good for the civilian work force, you would have included the union in the process. You are not fooling anyone. If you think, corruption and low moral are rampant now just wait until this silly scheme is implemented. The work force will have the last laugh when you do not have anyone working for you and you cannot recruit. We know how little money will be available for the "high performers" that do the work after management is done patting themselves on the backs and awarding themselves for the outstanding job their doing managing. We all know that is a lie. Management will continue to buy bigger SUV's and the civil servants will try to get another year out of their rust buckets so they have a little for retirement.
