"The law requires that civilian employees suffer no loss of pay as a result of being converted into NSPS. Once covered by NSPS, employees' pay will be determined by the pay bands and performance management aspects of the final NSPS design." Does this mean that "no loss of pay" includes the current locality pay or just the basic pay rate? If it does not include the current locality pay then that means you will take away from current salaries and hurt employees. The current pay level including locality pay should be protected.
