This proposal was drafted in 2001 and 2002 and alot of things have happened since then.One is that we are in an war with Iraq and this proposal indicates a reduction in our armed forces to a smaller elite force.When I returned from Desert Shield/Storm I noticed a reduction in forces by the government and non re-enlistment.With the conflict we are presently involved with I've noticed where extension of tours have been implemented due to fact that there are no replacements to relieve that MOS.There are also incidents(IE MPs) that were unbecoming to the US military that was mainly caused by the use of reservists instead of active army.No matter what you have in technical wonders it's still your ground forces that have to secure and hold areas.If this proposal is implemented look forward for the US being caught with it's pants down. Second problem with this proposal is the turning over of raises and awards to direct line supervisors.We have just finally got away from the good old boy system and now they want to go right back to it.Also how would you determine what your budget for the year will be and who will approve.Also who is to say individuals in control of large numbers of people making themselves look good by giving no raises.Also the problem may arise of mass exiting of areas due to public jobs paying better.Just think quiting the government to work at McDonalds because they pay better.The quality of the people to fill the vacated positions will really be poor because the good personel will fill the private sector jobs before the government due to the pay scale and no advancement situation.This proposal needs to be scraped due to it's near sightedness.In the long run it only spells trouble.
