Pay/Compensation: Our organization is a detached element of the Army's Center of Military History located approximately 800 miles from the headquarters with a staff of five. A “Supervisor/Senior rater” has visited us only once in four years. We have two persons of the same grade of which one has been appointed as the leader or point of contact/supervisor and person preparing the performance appraisals. My concern is this person is the only one that the "supervisor/senior rater" talks to and if anyone tries to talk to the supervisor we are told the information is hear say. How can the four additional personnel be assured of fair and equal treatment under this new NSPS system. The weekly reports sent to D.C. in 80% or more of the time contains only the point of contact's name thus making it appear as if one person is accomplishing 80% of the work. If we cannot get management to listen now, how will we get fair treatment once the new NSPS system goes into effect. At least under Civil Service we got some form of pay raises. Under the new system it appears only the point of contact will receive any benefits and the other four employees could be in jeopardy of termination.
