Do you really think that the DoD work force believes that this opportunity to make comment is anything more than show? The insistence on referring to a specific portion of the proposal discourages open discussion about the general effect of the proposal as a whole. This NSPS is going to happen no matter how legimate or well thought out any questions/comment you receive may be. This is a thinly veiled way to save money at employees' expense. Most people's biggest concern has to do with their individual pay being determined by a supervisor that may not "like" them for whatever reason or one that only remembers most reacent events vice events of the whole last year when determining future pay. The boss is always the boss, but they are not always right. Too much opportunity for personal feelings to sway a supervisor's judgement.
