Comments:
Classification and pay architecture. There should be provisions to ensure personnel already promoted through existing Demonstration Projects (such as Space and Naval Warfare Systems San Diego) to DP-4 (GS-14/15 equivalent) are automatically included in the top NSPS payband/career group. I already went through a very competitive process to be promoted from DP-3 (GS-12/13 equiv) to DP-4 (GS-14/15). I should not be downgraded to a GS-13/14 equivalent if that is how the NSPS banding ultimately works out. I and others should be included in the GS-15 band as that is where we would be under our existing Demo Project pay band system. Thank you.
