Comments:
The implementation of this new system is at best premature. As a career employee I held positions under both the General Schedule (GS) and Demo (Pay For Performance System) pay schedules. Both systems have their advantages and disadvantages, but the flaws I see in the Pay For Performance System is the lack of significant employee protections and or redress for abuse. As we are now seeing the implementation of this new system, there has been very little information to the rank and file employees and or dialog. At best, this new system in my opinion is a good O’l boy system and henge’s on not upsetting your boss and not being sabotaged unjustly by offended fellow co-workers and or project leaders! I can speak to both issues having been a victim of unjust situations where my management did nothing to protect and or investigate issues I had on projects I was a part of. This occurred over the last five years of my employment. With all the cutbacks and downsizing in DOD, many of the productive people are fragmented and overworked and burned out. As an example, before I retired I worked with a contract specialist in our procurement department with whom I had worked many years that was so overburdened with contract work that she was one of two that had to handle almost all of the contract work base-wide at NAWCWD/NBVC Point Mugu, California. I say productive, because I observed a lot of undo favoritism by management where not everyone was treated equally. I retired earlier than I planned to because everywhere I turned, it became increasingly hard to get things done and that personal responsibility and accountability and pride of workmanship was going down the tubes!!! This was occurring all the while management was painting glossy pictures. At best, since retiring I have been attempting to leave behind me much of dysfunctional ness of my former work place. I have been in the process of decontaminating from it and am doing better with each day. In conclusion, I think the new Pay For Performance System needs further scrutinizing for checks and balances before implementation!!! Mr. Gerald B. I had a strong work ethic when I worked and when I was assigned work I did it with enthusiasm!!!
