To NSPS representatives. Why is there so much uncertainty about this matter? There seems to be many unanswered questions as we rapidly approach the implementation of the new pay system. I would attempt to be specific as to what exact concerns are relevant but at this point it seems of little value. While I do agree that massive changes must be accomplished within the system, I am very discouraged at the uncertainty that seems to be ever present. Specific questions I do have are as follows. (1) Will the new system abolish the often troublesome skill code system that is used in determining employee’s qualifications for a promotion? (2) Will there still be a year (52 weeks) of experience required to apply for the next pay band OR can an employee be promoted in less calendar time if his/her performance can justify the promotion? (3) Is the immediate supervisor required to be equitable with all employees as it relates to the so called bonus for good performance or is that solely at the discretion of the supervisor? (4) What type of formalized training program will be established to provide guidance for employees to progress through their career and will that be done at the local level with subject matter experts? (5) Will the same set of general qualifications be applicable to all other branches of federal government service, i.e. (A GS-343) program manager has the same minimum quals within the Air Force as would be applicable to FAA or any other agency? Should I expect an answer from you within a 30 day window, just like we were required to submit our questions to you in a 30 day window from 14 Feb 2005? I look forward to your reply and appreciate the opportunity to voice my concerns.
