General Comment - If we are going to have a new personnel system, we must put as much empahasis on management performance as employee performance. Although the new system is supposed to hold managers accountable, there's not much detail on how this will be accomplished. It appears that the whole NSPS proposal assumes all government supervisors are exceptional performers - not true. I propose two ideas for consideration: (1) Mandate that employees rate their supervisors and their ratings become part of the supervisors official rating each year. If the supervisor fails employee ratings, the supervisor should recieve counciling/training in those failed areas (employees would be required to list strengths/weaknesses/failures). It seems that the whole NSPS proposal assumes all government supervisors are exeptional performers - not the case. (2) Mandate annual refresher training for supervisors and employees on NSPS. As I understand it, currently supervisors go to supervisor training ONCE in their career. There needs to be annual refresher training to keep supervisors and employees up on any changes and to refresh them on the rules. Annual refresher training could prevent some greivances/lawsuits and save countless $ on settlements and lost time. Supervisors and employees need to know the rules.
