These comments are in reference to pages 7583/7584, 9901.355 paragraph (b) As civil service employee of the USAF, I am concerned for those employees (myself included) who are in pay retention status. In my particular case I am in pay retention status from Special Salary Rate career field. I was returned from an overseas posting to lower grade position in another career series as there were no vacancies in my primary career field and grade level. I had reached the five year overseas time limit and had no other options but to accept the lower grade position. I do not see pay protection for employees in a pay retention status when the DoD transitions to the NSPS and broadband pay banding. What are the provisions for protecting employees under pay retention and what safe guards do we have from pay cuts as a result of this system being implemented. This directive should clearly lay out those provisions and safe guards. Bottom line, pay cuts for employees in pay retention status through no fault of there own should be protected from suffering ANY and ALL pay reductions related to transitioning to this new personnel system (NSPS).
