I welcome a fresh look at Civil Service. My view has become rather jaundiced. Example: I have a four year baccalaureate degree, a three year nursing diploma; I am a graduate of the Navy War College, and half way to a Master’s Degree. I can not seem to get promoted beyond GS-12 at this command while others who have been in Civil Service since GS-4 are now GS-13 or 14 without a college degree. Sour grapes? No; statement of fact. Yes, I am looking for another job at another command, but I fail to understand how OPM publishes such high standards for entry or for promotion, yet by living long enough, a person can promote into a high grade without making the educational requirements! I am also at a loss to understand how the DON HRO can have as its first look at candidate a computer. I had a lady at HRO tell me that my resume could consist “of words and phrases” and get certified. There is something very wrong with that system. Most of the positions are “open continuous”; you just throw your resume into the vat. You don’t know what you are applying for or how to tailor your resume. I know the industrial world does not hire their employees in this manner; why does the Government?
