Appears that the new sys will favor management to such an extent that employees will have very little recourse. At the present time the overview leaves me with the impression that the regulations are purposely vague. In addition the grouping of GS pay classes will allow upper management to intimidate lower skill level employees into doing work out of there scope. This may lead to employees doing work or providing information that they may not be qualified to act on. At this time I believe that forced implementation of this sys with out fully training or informing the workforce is a way to avoid major criticism.
