My one greatest concern regarding the proposed National Security Personnel System is pay based on performance, based upon an employee's supervisor or manager's recommendation. This reeks of cronyism. The majority of the problems within DoD is not with the Civil Servants, but with ineffective managers. This situation should seriously be investigated. Teamwork will be a thing of the past, government service will end up being looking out for number one.
