I am afraid that this new system will make pay more subjective. Under the current system, unless someone is really performing poorly, a person is assured they will at least get a step increase until they reach the top step. I agree that with the Government being so large, a lot of hiring, etc. can be cumbersome. If the system needs to be changed then I think it should be done very carefully. I know that a lot of people are very apprehensive about this new plan including myself. People I've talked to feel they will never get another raise again. I think the GS schedule should be kept the way it is. We are Government civilian servants not private industry. There has been enough issues to make us nervous including BRACS and privatizing.
