Comments:
Some DoD employees in the Corps of Engineers and Military Sealift Command are in supervisor only units represented by IOMMP and MEBA, 5 USC 7135 protected those exclusive recognitions and supervisory only units. Section 9901.927 does not have the same language as 5 USC 7135, so that point is not clear. RECOMMENDATION: Include in the summary, preamble, or section 927 that these recognitions continue under NSPS.
