My concerns are as follows: - Under the heading "Guiding Principles and Key Performance Parameters", "Agile and Responsive: Workforce can be easily sized, shaped, and deployed to meet changing mission requirements. What does "deployed" mean? - If a federal employee is disabled or has medical conditions that would preclude being deployed, would that employee be dismissed from being deployed without any disciplinary actions. - Would a federal employee who is disabled or has a medical condition that would preclude being deployed be subject to dismissal from the federal government, i.e. lose their job? - E.O. 12866, Regulatory Review discusses WGI's and states that they will no longer be available. It also talks about a within-grade increase (WGI) ``buyout,'' in which an employee's basic pay, upon conversion, is adjusted by the amount of the WGI earned to date. Does this mean that employees will lose money during the initial conversion by taking away the WGI's earned and starting everyone out at their base pay. - What impact is there on high three for retirement? If an employee retires during the first three years of NSPS implementation what will be computed as their high three? Under section 9901.300… - What measures are being taken to prevent "good ole boy/girl" environment from occuring, i.e., a supervisor showing favoritism toward those he/she is favorable to and unfairly treating those who are not part of the good ole boy/girl society. - What prevents a supervisor from unfair ratings of employees they do not personally like. - What protects employees from such supervisors ratings? - Subpart E (page 7563) discusses staffing and employment and refers to "new flexibilities provide DOD managers with a greater range of options to adapt their recruitment and hiring strategies to meet changing mission and organizational needs..." -What are the rules concerning SCD and referral for jobs?
