My question is on retained pay. If your retained pay is above the highest pay band you are placed in, how are your raises calculated if your performing at a level which would normally warrant an increase. According to the Fed. Regisiter (pg.7583, par. 9901.355) your pay, if under pay retention, can be placed at a level outside,(higher) than the highest level of the pay band you are placed in. But it doesn't address how pay increases could happen when you are already above the highest pay in that band. Currently annual raises are at 50% of normal COLA's until pay reaches the grade you are currently in. Can the pay that you are set at after conversion to NSPS increase when it is already higher than the highest pay in the band you are placed in?
