Performance-based: As you may or may not know...there is a living and breathing monster called 'good old boy or buddy system'. This performance-based proposal is a breeding ground for this type of management. It won't matter how excellent you are at you job, the pay raises will go to the supervisors buddies. Pay-banding: This proposal now gives the supervisor the opportunity to heap on the work or add to your already demanding job and let his/her buddies relax. Recruit/retain: Again the good old boy/buddy system. If you are not playing golf with, married/related to management you will not be retained. Reduction In-force: Again the buddy system and age discrimination will be a big factor in who stays and who goes. After 20 years in government service this is the first time I feel freightened and vunerable. And if you think I am making-up the 'good old boy/buddy system' Come on down and take a good look around - it is a growing cancer - without a cure.
