A far as I can tell the entire proposal pretty much sucks. I believe they will have to grandfather CSRS employees to make this work or the unions will keep them tied up in court for a long time. The current system was put in place because of arbitrary way pay and promotion was done before the civil service system. We are headed back down the road to favoritism, nepotism and ass kissing.
